Dilapidated and forlorn, Scranton’s city hall is an apt metaphor for the government it houses. The city now faces a choice of either spending at least $10.7 million renovating the 19th century structure, or selling it and buying the almost-new Pen Fed Credit Union building for less than half that. Given the city’s iffy financial picture, the latter option seems like a slam dunk. But, this is Scranton.
