Pennsylvania’s bloated, expensive legislature is an evergreen topic for editorial writers and political cartoonists. There’s rarely a better time to address the subject than when the governor introduces his budget proposals, an occasion usually accompanied by legislative whining about spending and wasted taxpayer dollars. Bear in mind, these same legislators have socked away a whopping $172 million in tax money is so-called surplus accounts which party leaders in both chambers can use for their own purposes and agendas.
